I'd say 25. You don't want to have kids as a teenager for obvious reasons and your 20's are supposed to be your fun, carefree life period, but at the same time I think your 30's are too late to start unless you're only wanting one kid. Starting at 25 gives you enough time to live it up in your 20's for a few years and then settle down and pop some babies out before you hit 30 😄
