Umbilical cord infection?

Today, my son is a week old. I went to change his diaper a few minutes ago, and noticed some redness at the base of his umbilical cord (it hasn't fallen off yet). It's not bleeding, and there's no yellow pus. He isn't running a fever, and it's not tender to the touch. My husband thinks it's dried blood and I shouldn't be worried, and I plan to call my sons pediatrician in the morning, but can anyone give me any insight? Is this normal or should I be concerned of infection? I don't know how I didn't notice sooner, besides the fact that it's kind of hiding behind the yellow part of the umbilical cord.
