Yes it is definitely a lip tie. If you Google upper lip tie images, pictures very similar to yours come up. There are also images of how it looks once their baby teeth start coming in. I would talk to a specialist about whether or not you should do something about it. If it is bothering your baby or causing feeding issues you should probably get it taken care of.

My son has a lip tie. The lactation consultant said that it was up to me if I wanted to get it corrected. I had pain for a week and a half then he learned to feed and we were fine. He's gaining weight perfectly.

It's actually called a frenum- almost everyone has them either upper lip, lower lip or along the sides where the cheek meets the gums. Most of the time they don't interfere but other times they cause kids upper teeth to gap, usually when their adult teeth come in. Sometimes people will have a very strong prominent frenum along their lower teeth that will cause tissue recession, so much so it would need surgery to be corrected. Nothing to do about it now, shouldn't be bothersome until adult teeth come in. Tongue ties are under the tongue.

It is a lip tie. Your right. Our doctor said that you can't be sure if it will affect your child's teeth (gap) until their adult teeth come in. It may correct itself and if not braces are in your babies future :) no biggie

You can have a lactation consultant verify and suggest where to go for it to be released. My daughter had one and we had it fixed when she was 10 days old. It made a HUGE difference!
