They shouldn't be taxed but not free. People still have to make them and they need paying.

Well it costs companies to make them, so yes we have to pay. The cost should be lowered though. And they should be given for free in public restrooms just like toilet paper, soap, hand towels. They're all items to tend to our normal bodily functions and schools and business should care about that.
