2cm but babys head was still high

I'm 40+2 today and I just got back from seeing my midwife. She checked my cervix for the first time and also did a stretch and sweep. She said I was 2cm dilated? My cervix was softish and almost fully effaced ( with about half a cm of cervix left?) She also said that baby's head was not very low in my pelvis does this sound like labour doesn't seem like it's very close? She also offered to break my waters but I declined.
