It's what they need or would appreciate. If you can't afford it don't kill yourself. It's the creativity and thought that you put into it. My guy does carpentry. Lowes had a good sale. I got him a set of tools for 129 from 200. He's been working out a lot what he appreciates is me noticing. And admiring him and his progress. Getting him clothes in a smaller size.  He needs validation and encouragement and support. Doing things together. Does anyone remember what they ate at a wedding no they remember having a good time or something memorable that happened. He would remember his first time doing something he's never done or going someplace he's never gone. I got my guy a watch from Aeropostale it was 10.00 on sale he wore that watch every day. He loves polo shirts. Doesn't have to cost a lot. Jc Penny has them for cheap. I love discount shopping and coupons. I got him some work put clothes that were anti microbial and smell and sweat stain etc. 10 bucks for short 10 for the shirts at Macy's in different colors. Whatever he's into something that supports it. If he likes sports. Maybe it tickets to their game if you can't afford it but a local team they call it the farm league or minor league here they are 8 bucks they do fire works at the end. Have fun. Hibachi dinner places always have coupons. Outback Steakhouse has 4 courses for 14.99. Make a blanket fort with xmas and have dinner under the stars one night. It's the little things. Do things you enjoyed as a kid. Blow bubbles. Fly kites. Swing on the swings. Etc. Enjoy each other's company and have fun.

I think my fiancé got me a 3 dollar bracelet for our second anniversary, you KNOW i wore that thing EVERY DAY for a year or so haha. spend what you have to to get the person something you know they'd like, think about the gift not the money :)
