Is this outfit appropriate for an 11yr old?

I share custody of my beautiful, witty, kind daughter and right now she's not with me but a relative sent me this photo of her and I personally wouldn't let her wear an outfit like this with me but what do you guys think? She's 11 going to 7th next year and she's a good girl but when I told the adult that the outfit was inappropriate they told me to relax, and such 🤔😱😑
