My doctor told me no, and I disagreed because I know I got an lh surge on cd11 but never had cm or other stuff happen. I got pregnant on cd 28:). Dr swore up and down I wasn't pregnant.  Confirmed.

Ok, I thought this. I went to my OBGYN after 3 cycles, and asked him this question.

Google says, you can get LH and not ovulate.

My doctor said it's not common. If you have the signs, you are releasing an egg. Signs including cp and cm along with the OPK.

Now, a rare cycle can happen (anovulatory) that no egg is released, and that is considered normal if it doesn't happen often.

Yes you definitely can. If your temp doesn't rise after a positive then you probably haven't ovulated. It is much more common than people think.
