Question

Would it be harmful to use a plan B pill on top of your regular birth control?
Would it be more or less effective against pregnancy if you had unprotected sex?

I don't get why you would. If you're taking it correctly then no other protection should be necessary

If you are on birth control you do not need plan b. Unless you screwed up in taking your birth control in which case you do need plan b.
