2cm dilated 70% effaced

I'm 33 weeks 5 days and I'm 2cm dilated and 70% effaced. Baby's head is engaged and right between my pelvic bone. The doctor actually has to feel for my cervix right behind his head which is why she thinks I'm not in labor right now. I'm in so much pain all over, not necessarily contractions but crampy and having so much pelvic pressure still. Has anyone ever dealt with this? They've already given me steroid injections for his lungs and won't stop labor if it's here. I've been on bedrest since 21 weeks for preterm labor.
