Bullying?

Considering I have not spoken to her boyfriend, she is 13 and I am 17, does this count as bullying? 
P.S. the photo Snapchat said "we've spread round your nudes, your forehead is bigger than your tits" xx

I said yes but there is a difference between someone being mean/getting in a fight and bullying. Bullying is a targeted offense from one person to another and is repetitive. So if this girl is constantly sending you insulting and rude messages then yes, it's bullying and harassment. If she thought you were talking to her bf and is reacting in anger (definitely immaturely) but she's never done this before or since, she's just being an ass, doesn't count as bullying per say. I work at a school and this is our policy.
