How do I help my husband take finances more seriously?

I have always believed in paying off debt ASAP and saving up for items that cost a lot. Before we were married, my school loans were paid off, my car was paid off, and I had money saved for a down payment on a house (which we bought last year). He has a bachelors degree but works at a grocery store, which does not guarantee him full time hours. He is a musician and constantly spends money on music and tattoos. I'm trying to help him pay off HIS school loans, but I feel like he isn't taking it seriously. We are 30/31 years old and we want to start TTC this year, but I don't know if we should, due to our finances. He talks about looking for a new job but doesn't really apply and when he talks about a new job, they are jobs that still pay very low.
