What is the Legal thing to do? LONG!

So my sister is renting an apartment (MI)with a former roommate. BOTH of them are on the lease. The lease states that the lights cannot be shut off. Well the girl that lives with my sister started being late on rent. It went from that to being $20 short...to $40 short...to $100 short. Once my sister confronted her very calmly about the situation the lady blew up in her face. She called the cops on my sister several times for harassment...my sister didnt even do anything. My sister would get home from work with the cops waiting for her at home. The lady completely Stopped paying her part utilities, garbage, water...ect and it was ALL in my sisters name. My sister spotted her on all that she didnt pay...even rent. My sister had several talk with the landlord but he is neutral and is not taking sides. He says my sister will have to pay $2000 to get out of the lease agreement. The lady kind of keot to herself and would lock herself in her room. Then one day she decided to come out and get 2 inches away from my sisters face yelling at her and telling her thay my sisters rich boyfriend should pay all the bills! So as the lady walks away my sister grabbed a brownie pan that the roomate left in the sink (along with a pile of dishes)for over a week...and she throws it at her and it hit her back. The lady laughs and goes into her room. 10 minutes later the cops show up and arrest my sister. And of course her BF bails her out. Once my sister gets back she goes to the breaker box and shuts off power to the roommates room and bathroom...since she isnt paying ANYTHING. The lady goes and turns her lights back on. My sister shuts them off and she goes and turns them back on. After a month of power battles my sister decides to Go against her lease agreement and shut the entire apartments electricity off. My sister and her 9 yr old daughter had to take showers at a gas station😷😟....

Her landlord said ot is illegal to kick the roommate out since she is on the lease what is the legal thing she can do in the state of MI??
