When the baby can fully sit up on their own without wobbling and falling over. This can be different for each baby. But they need to have full body control first. :)

Doesn't matter the age. Just matters when baby can sit properly. I have a relative who's baby was so chubby she couldn't sit on her own until she was 11 months. (By the time she was a year and a half, she was walking and slightly chubby, and by the time she was 2, you would never even guess that she was once chubby)

Depends on what you buy. The one I had could recline pretty far back, a newborn would've been fine in it. Ones without a recline I waited until he could sit on his own steadily, he was about 6 months.
