How do you keep ur little ones cool

I have a 12 month old and a almost 2 weeks old... My little one is always cluster feeding and my 12 month old is walking everywhere and also always wanting my attention. Well i just want to get some tips on how to keep them both cool! We live in a one bedroom apartment in La w/ no A/C! We have two big fans and recently got a cooler but it doesnt keep anything cool!!😩 How do you moms do it to keep your family cool!? I cant even cook cuz the stove makes it even worse!!!! Can anybody else relate??😩
