Foundation (inexpensive)

Hi! I'm Jess, and I've had acne since I was 13 (now 21). It used to be super bad that the thickest makeup couldn't cover it. I've switched routines, Dr., etc. I'm working on that part. But right now I'm having trouble finding a foundation that doesn't look dry and powdery on my skin. It brings out the dryness even when I tone, moisturize, exfoliate, prime. Any suggestions? I don't like matte it makes it worse. Any suggestions? I like a natural look and my freckles. I've never been a big makeup person so I need help. Thanks so much!

PS: right now I use L'Oreal true match, and before used cover girl and nuetrogena. My skin does fine at first but then ends up doing this after a bottle or two.
