If it has a .gov in its url, you're fine. However, there are other site that have .org and .com that are reliable, but you should do some research before you disclose any shipping information.

This is a legit website! I should know...I work for them! Ordering was down for November and December for the holidays to catch up on backlog but will be back up by the end of this month. Any Texas resident can order 25 condoms a month for FREE, no shipping costs or anything. We are a state funded program. You can also order lube and dental dams.
