Announcement card to an employee?

Does this sound strange to anyone. My SO and I are in our 30s. We have our first baby together after 2 trying and fertility treatments. We made birth announcements which you know can be pricey! So we were getting enough for family and close friends. Well he gave one to one of his employees, a 19 year old girl...I don't know her, never met her never heard her name before this. She didn't get us a gift for the baby or anything. So I just find it odd that he would give her one of our cards? I even limited who I got cards for to friends that I'm close with and that are married and have kids or similar (I didn't think a few of my single drinking buddies would care/appreciate the card if that makes sense)
