Should doctors be able to be charged a late fee?

So I'm sure we've all had experiences where you book an appointment with your doctor for 8:00 AM and don't end up seeing them until damn near 8:45 AM.

Luckily, the new primary care doctor I have is very prompt. If my appointment is for 8:00 AM the latest she's coming out to get me is 8:05 AM.

Her practice however does charge clients a late fee if they are more than 15 minutes late to the appointment or if they cancel without at least a four hour notice.

Last week when I went to her for a regular check up I said something along the lines of "you're the first doctor I've had that is actually on time lol." Her response was somewhere along the lines of "well If I wasn't on time then I guess I'd have to start paying my patients late fees." Obviously she was joking but it got me thinking, when you have family doctors, dentists, OBGYN's, etc, should patients get paid late fees if they are more than 15 minutes late to an appointment?

Why or why not? If yes, are there any exceptions to the rule and if no are there any exceptions?
