My son has eczema and the creases of his wrists and ankles look like that. We use Vaseline as a lotion for him so maybe that would help. He also has prescriptions for it.

Looks like eczema. My toddler son had the same on both wrists and inner elbows when he was a baby. Even behind his knees. He would scratch his arms until they'd bleed sometimes 😖😫 His condition is almost all cleared up now after we identified the foods that trigger his eczema flare ups: eggs, strawberries, mangoes & shrimp. They say he'll grow out of it eventually but for now we just avoid eating them.
