Anyone good at this?

I'm 21, I'm 5'4 and 138 lbs.

First question: Is this weight normal for my height and age?

Second: How can I get fitter and tone my body?

I started developing stretch marks on my inner thighs that are making me self concious. I was 117 lbs 5 months ago, but alot happened since 5 months, I've went through alot of stress and emotional instability and it had affected so much on my body, I used to be fit and looking back at my old pictures I can see the big difference in my body.

My thighs are bigger and my hips are wider, I also started having a bit of a belly andI got rid of that immediately by eating only lunch every day and I know that's not healthy.

Can someone please help me by giving me tips on how I can get my old body back? My problem is in my thighs and hips. I want to tone my legs and get a smaller waist/hips. Any sort of diet I can follow and work outs? Keeping in mind that I can't afford to go to gym or get professional help.
