Toddler/mom/animal abuse?

Thoughts? Here's pictures. No the toddler's face isn't blurred. It's already on social media. 
Nothing was said to this toddler whilst he picked up this poor puppy by the legs, proceeded to throw it to the ground, pick it up again and throw it again (second time much harder). Two people besides the toddler were there and talking but said NOTHING about what he was doing to the puppy while it took place. By the end of the video the puppy is showing signs of head trauma. Clip is 30-40 seconds.

Why would the toddler be at fault? He's too young to know what he's doing, that's why the parents/guardians are supposed to step in and teach him how to treat animals. This is 100% the adults fault. It's disgusting. Poor puppy.

The toddler obviously is too young to know right from wrong if they haven't been taught, this is all on the mother/adult. Who sits around and just lets an animal get abused like that. Just looking at the pictures makes me feel sick, that poor animal 😤

So I would be suing this person recording or at least looking into how to charge them with animal cruelty and get that puppy taken away from them
I'm all for kids having pets but this is negligence at its finest and the main reason I don't think it's wise to get babies an animal.

Animal abuse, mother's fault, and exactly the reason why I require children to be observed with an animal for at least 30 minutes before I adopt them out to them. Just had a 10 year old kid yesterday throw a heavy toy at a little kitten and it hit him on the head. He's very lucky no damage was done to the kitten otherwise things would've transformed into a very aggressive environment.

Children that age can't comprehend that animals have feelings/can get hurt. FFS that kid isn't even able to understand when he needs to wee/poo let alone how to behave around animals. His parents really ought to teach him. You either make sure that your child is treating your pets properly or don't have any. There really is no need, he could have done the same with a stuffed toy without hurting anyone.

The caregiver is at fault. The toddler is too young to understand what he's doing. They need to be taught how to treat animals.
