teething or cyst

I uploaded a picture its not very good I know but its the area where the tooth or cyst is. I've thought lo is teething because well he has all the signs plus his upper gums are swollen. Which I brought up his doctor when we seen her for his late 2 month appointment on the 27th of last month. She said its not unheard of for babies to pop their side teeth first but she thinks its a cyst on each side not teeth. Which I googled cyst's on gums and none of the pictures looked anything like what he's got going on. Its just swollen not white looking bud like a tooth coming in or even a fluid-filled pocket like a cyst. So I guess what do you all think should I wait this out longer its been going on for about 2-3 weeks now or get ahold of a peds dentist since after all its the mouth and they would know more about this then a peds doctor
