Totally random topic

Over the weekend my daughter was knocked down by a dog and hit her face on the ground. In the chaos we took her to the ER worried maybe the dog bit or scratched her. Now they are wanting her to get the rabies treatment. Can we refuse it?? I am certain now after calming down and realize it literally is a brush burn she was not bitten. The doctor even agreed it wasn't a bite. Please I need help and cannot sleep thinking about them potentially making us give her such a dangerous vaccine.
