So can't I just put a cloth diaper cover over a normal diaper for swimming?

No because the normal diaper will still absorb the water.  I always just used a diaper cover with nothing underneath if it wasnt a public pool.  It'll still catch any poos.

the diaper is going to absorb as much water as it possibly can and will be pointless against poop because it will already be full and the poop will just mush into baby's but and possibly run out the sides. I'm speaking from personal experience. Even if baby doesn't pee or poop the diaper will be very heavy with all the water and it could burst making a big mess
