Is it wrong?

Are my husband and I in the wrong for not letting his brother over at our property until he pays for the stolen items? The only reason he is not aloud is he does dope and stole from us(about $300). Deep inside I'm feel sorry for him but I'm still pissed about him stealing from us when we would let him stay to get him away from dope house. It's hard to forgive someone like that, he still hasn't apologize or anything. Should we still not allow him over at our property? It's hard for my husband to decide I know it hurts my husband a lot knowing he did that to us, we just don't have a clue on what to do! No rude comments, advice is acceptable!
