Naughty baby.. help!

I have never met another baby as naughty as my girl.. she might not sound bad to anyone else but for me personally I have looked after so many babies as my job and have never experienced anything like my child. She does every single thing possible that she shouldnt do, climbs up and starts pulling the tv off the unit, climbs onto my bed and will chuck every pillow and blanket off and when i go to get her she runs away laughing like its a game. She goes behind furniture to find plugs to put them in her mouth, she will eat perfectly for her dad but if im in the room she will throw it at us and spit. She smacks people in the face. If you shout "no" at her she laughs at you, no matter how many times i move her away from something and tell her no and she goes instantly straight back to what I told her not to do. Weve tried time out but she doesnt understand shes only 9 months old so how would she even understand punishments.. we dont know what to do with her. She does more thing but just hard to explain what shes like really..
