Strawberry legs

After I shave my legs always have these dark dots. They make my legs look dirty and not smooth. I never notice it on other girls. How do I get rid of them? I heard exfoliating helps but which product do you guys recommend. Ive tried making a scrub but I still noticed the dots. (The spots look lighter in the pic than real life)
