I have acanthosis nigricans and it looks just like this. The skin feels rough/dry/velvety and it doesn't come off with scrubbing. Mine is because of my insulin resistance. If I eat a strict low carb diet it works wonders for me. I went to a dermatologist to have it looked at. They can take a biopsy and have it tested. Best of luck! P.S. It occurs most often in skin folds. Ex under my boobs, armpits, back of my neck, etc.

From sweat maybe? It seems to be darkest where the underwire sits. Try laying in a hot bath submerging your chest and then exfoliating area to get dead skin off.
