Is it ok to put formula in the bottle then add the water?

I'm a first time mom and I breastfeed but use formula when my mil watches him when me and hubby go to work. I just recently noticed my mil would put the formula first then add the water but my son never gotten sick from it so I'm thinking it doesn't matter either way
