Child support order

So we just finalized our support agreement about a month ago. He is planning to appeal it... not sure if this will happen as I think he's just saying it to get back at me for something else. Anyways, the garnishment hasn't been processed by his employer yet so as of tomorrow he will be 2 months behind. I know this will go as an arrear on his account, but I'm wondering how the collection process goes on those. Do they have to start making payments on that immediately too? I've tried to contact my case worker a few times but no answer
