Strange rash on the tops of my hands?? Looks like small cuts?

I've been dealing with a strange rash lately, as in for the past month. The tops of my hands have become dry, scaly, and shiny while the rest of my arm looks normal. The rashes come and go, but they hurt to the touch and look like tons of tiny cuts. I work at a place where a have to wear gloves all day and change them regularly, they are non latex vinyl gloves, could I be reacting to the gloves? I'll attach pictures, so I would really love some advice!
