Clogged ducts while weaning off breast pump

I've been decreasing pumps and the amount I pump everyday/every couple of days and I am down to what is supposed to be two pumps starting today but I am still getting painful clogged ducts and I don't know if I am weaning correctly or why this is happening, since I don't even really have a big supply. Is this normal and any advice what to do? I just want to be done with pumping and I thought I would be drying up by now- but I keep getting the clogs. I've also tried cabbage and I just don't think that is working either.
