How Do I play Public on Escapists 2?

I've looked all over YouTube, Google.... but no help!

Every time I go to play public, it says a setting on my Xbox live acc. means I can't go public, but I can go local and private

I looked thru most of my settings to look and it looks okay

One of the many reasons I got this game was to play with ppl and play versus ppl and all that

There's no point going local bc no ppl play in my area

Any ideas about why this is happening? 😫😩
