moms help!!!

i hsve s 3 yr old boy who i hsve no control over, he doesnt listem to anything i say, and is so destructive. today alone he pulled the tube out of washer so it drained all over my house this is the 4th time he has done it, he put the cat in the toilet, he filled a cup with water n dumped it all over floor on purpose, he emptied pur whole closet in bathroom and pushed tooth paste all over floor...i put him in time out, he dont care, take away toys doesnt care, give him spanking does nothing... he has dumped three cans of his brothers formula out all over floor, has destroyed so much stuff in my house. i cant control him. i take my off him for a minute to clean, or feed his brother and he is a ninja silent n gets in trouble. he has two older siblings n one younger. i just dont know how to get him to behave. im at a lost help
