My ex boyfriend broke up with me because in his words "I wasn't giving him enough attention" but then a week after our breakup he tells me that he is datingone of my best friends. I still love him very much, but I don't know if I should.

Since he broke up with you I'd expect you to have some lingering emotions. So, I say it's okay to have feelings for the dude. 
On the other hand, don't go chasing after him. "You don't give me enough attention" is a very lame excuse that could have been discussed between the two of you and maybe even "solved". I don't want to say it but, I think he just didn't want to be with you.
