Boyfriend has a low sex drive and I am hella horny

Hey ladies, so I have been with my boyfriend for about 7 months and overall we are doing great. conversation is so easy, I love spending time with him, he can be very sweet and my parents and friends all like him. The problem is first of all I know that he loves me, but he almost basically refuses to tell me if I don't say it first. Also, he thinks having sex 3 times a week is a lot - we average 3 times a month. I tried to talk to him about it and he said he would initiate more, but he is "not a sexual person and likes spending time with me doing other things too" which is very sweet but I am getting sexually frustrated and I feel so horny all the time!! which i told him and but he gives lame excuses like "I'm a little tired" after doing nothing but playing video games all day. How can I get him to initiate more? my talk with him seems to have done nothing :(
