Higher taxes/cost on female products

So my husband recently got a taste of my medicine. He's always been a great supportive person but being a man doesn't experience what I experience. I was running low on cash and asked him to pick up tampons. I sent him a picture of the box to avoid confusion and he picked them up, no complaints

He comes home from grocery shopping and says "I spent more than I thought I would" and starts reading the receipt. My tampons were nearly $15. He really was shocked. Then he looked at the tax rate for it and was shocked again. We've also been talking about having kids and when I pointed out how expensive reliable pregnancy tests were he did a double take. Now that our insurance is the same, I showed him how much birth control pills would cost had we not had insurance, $34 a month. Why should women have to have all these extra expenses just because we're women? I'm not saying everyone should get free tampons or pads, but why do the good ones have to be so expensive? How do you ladies think this problem can be fixed? I personally say we should have a SNAP/EBT like program for women who simply can't afford these so-called luxuries. Toilet paper isn't considered a luxury item so why should feminine products be luxuries?
