Late Ovulation..

Can someone explain to me how "late ovulation" works? I've heard it's better to ovulate between CD 10-16. Anything after that is considered "late" and you're less likely to become pregnant. I'm on cycle day 17 and haven't ovulated yet. Do I really have less chance at getting pregnant this month?
