I had a chemical pregnancy. I got a BFP. My husband and i were thrilled, so excited for 3 days. And then we lost the baby. Even though it was a short lived pregnancy, I was pregnant. We lost the baby. So yes, it's a miscarriage. Even if you don't want to call it a "miscarriage" it is a child who was conceived who was lost. I still grieve for that child.

It's only called a chemical because it can only be confirmed by chemical means, blood or urine. It absolutely is a pregnancy. Implantation DID happen. It's an early miscarriage. Full stop.

I'm seeing this is basically split 50/50. So I'm just going to say this. 
It's whatever you want it to be. 
If it's easier for you to move on by not saying it's a miscarriage, do that. 
If you want to say it's a miscarriage it is one. 
Technically a chemical pregnancy is a very very early miscarriage. 
The pregnancy chemicals, hormones, and cells have started to multiply, but the other physical attributes of a pregnancy have not. That’s why this early form of miscarriage is called a chemical pregnancy.
