Cloth leaking in a month?

Question

We've been using cloth for near a month now.
I've checked our water and the laundry soap I'm using.
I wash and dry them properly- even with the hot presoak.
WHY would they be leaking? It's only certain brands that I've noticed- do you think that's why? Like they're not "as good" quality as the others? Aside from nighttime I change my baby every hour.
We have some inserts that are hemp and others that are some sort of cloth that came with the diapers?

you should not be soaking your diapers at all. that is not going to clean then. you need to pre-wash and main wash. no soaking. also do you have hard or soft water? what detergent and how much are you using?

Do you use fabric softener or dryer sheets? The buildup from those two on the diaper inserts causes leaks because the buildup doesn't allow them to be absorbent.

how old is your lo? 
my son leaked like crazy until he was about 3 months.  his skinny chicken legs just didn't allow the diapers a good seal.  we use pocket diapers.  now that he's a bit bigger I find almost all the brand's work just fine. I have found the Alva ones most likely to leak but only because of his legs. 
my favorite ones are his little bloomer diapers with bamboo charcoal inserts. 
I never use drier sheets on anything to ensure the diapers stay absorbent.

We had to completely buy a new stash about 4 months in, I was so frustrated and annoyed, turns out my little lady needs double gusset diaper covers otherwise she leaks! 
Think about what is happening when the leak first starts. We change every 2.5 hours. We use covers with flower sack towels and bamboo inserts for naps, over night is two bamboos wrapped inside a flor sack towel and she goes 12+ hours with no leaks
