Whats this? Please help!! P.S. , Never suffered from chicken pox or cold sore or Anything.

I was on my way home. And I felt sudden pain like the once you get from wearing tight jeans. I pulled my shirt to see and I found this. It's like red small blisters. One might have popped so there's pain while touching. No itching or anything. What might it be? Is it herpes? I hope not.
