HELP!? Heat bumps or nah?!

Does anyone know what these bumps are? They are all around her neck, shoulders, tummy and back. They seem more like heat bumps & they don't irritate her, just been there awhile. (Irritate me more) Any remedies?!

That's hard to tell, my son has heat rashes that last for a couple days, they look like this on him. I asked his doctor about it lasting so long and she said it's fine, they're like pimples where his sweat gets blocked. Her skin does seem a little dry around the bumps like someone else mentioned, but it's hard to tell in a photo.
