Would you help her?

Sooo. My sister lives next door to a 15 year old who's living with her cousin.
She lives there because her mum is an addict and abusive, and her dad while not in drugs is also abusive and threw her out of the house.
She's meant to be getting Centrelink benefits given to her guardian (it's on the record as her aunt) but her aunt refuses to give her the money and lies about her living with her. 
Her cousin is moving across the country soon and she can't go with him.
My sister wants to offer her a place to stay but she has two kids and barely enough money to look after herself. However she's petrified of someone taking advantage of the girl because of how young she is.
Personally, is help a 15 year old in an abusive home regardless of my financial situation but my mum, also my sister's landlord, doesn't agree and says she'll take all the money my sister has and leave.
She's 15 and a total sweetheart. I doubt she'll do that. 
But what would you do?

Legally she can’t just take her in. She should contact the social worker and attempt to get her the help she needs

I'd be contacting the social worker and guiding the girl in how to get emancipated. At that point I would offer her a home, and help her get on a stable financial situation. If the aunt wants to be a fraud I'd be showing the girl how to get her money. Poor thing needs to be emancipated

Doesn't  sound like legally she CAN help.  She's a minor,  everything needs to be done through the court system until shes an adult.  Her aunt can claim she was kidnapped if she wants to be spiteful.

I would help her! I would also find someway to make sure she was receiving her benefits so that her aunt couldn't take advantage of that anymore!

Poor girl. I'd take her no questions asked. But I'd also take in homeless LGBT+ teens who have been disowned/kicked out by their "loving" family.

She doesn’t have to take her in.  The best thing she can do is turn in the whole ridiculous situation to the cops.  My cousin is doing this right now.  She just had a baby taken away ( the second she’s lost ) and they are threatening to take her second son away because of welfare fraud which is basically the same thing.

I'd definitely help her if I could afford it, but it sounds like your sister is struggling as it is. Maybe if she does take her in she could encourage the girl to find a job?
