suggestions for what to do for my boyfriends birthday?

I have no idea what to do for my boyfriends birthday. He wants a surprise and for me or someone else to organise it but the frustrating thing is he doesn’t know what he wants to do (asked for some ideas). I’ll hardly have any money at all either and he doesn’t want to go out for dinner at a pub. Also I don’t know what he wants as a present I was going to buy him a new game but he just says it’s lame or w.e. What should I do that’s not expensive but fun? Mind you he’s limited to do little stuff as he has no arms. Thanks!
