help 3 week old

my 3 week old has been refusing to sleep. yesterday she woke up at 9am and then only sleep 3 hours till 11:30pm. I breast feed her. She would fall asleep while eating and as soon as I put her down She would wake up. She would be asleep in her rocker and in her sleep she would cry. Only way she would sleep is in my chest. She is still fighting sleep in less I have her on my chest. help she kept me up all night and sadly my husband too who works a very dangerous job and needs to well rested.
