(Forged) Letter of Recommendation

So, I go to a trade school and as the year begins to wrap up we've been told to apply to some scholarships pertaining to our field. They have specific guidelines to be followed in order to qualify, like most scholarships - one very common being that we get letters of recommendation from our instructors to include in the application. My issue here is: The instructors aren't required to write us recommendations, instead we write our own, then give it to the director to put the school letter head on it and the instructor will sign it, like they actually wrote it. Isn't this forgery or plagiarism? I didn't get turned down bc 'I'm a sub par student' those are policies from the director of this school. I'm extremely confused by this. Has anyone had to write their own recommendation in this fashion? How is this even a legit recommendation? Side note- it was the director who promoted we apply for this scholarship, yet refuses too give a recommendation.
