Broke up after 1 year

So I recently just moved away for college and was having a long distance relationship with my boyfriend. And I slowly became friends with a guy at my school who was also in relationship, so that made me feel like it was simply friendship, nothing crazy. Yet he ended up breaking up with his girlfriend (they were together for 3 years) and so we got closer in a no friendship way because we slowly began to hold hands and cuddle.. so I broke it off with my boyfriend to prevent any further possible cheating. So me and the guy started holding hands kissing and recently almost had sex. Yet I stopped it, to see where in this he feels. And he told me he’s not ready for a relationship and the we should stop doing this stuff for the sake of our friendship. And that he’s try not to be held down for when he decides to date.. anyone. But anytime we are together he holds my hand and is giving me small kisses. So what I’m doing?! I also caught him on tinder!! Am I being played??
