He doesn't put me first in any situation. What should I do?

My ex and I have always been great friends, but as soon as we became titled he completely cut the friendship out of the relationship. Basically once we started dating all he cared about was fucking or cuddling and that was it. So we had a long talk and I ended it and here for the past month or two we have been hanging out alot and helping each other through rough times and we have been talking about getting back together amd trying again but it seems like almost as soon as we had that conversation that he was back to the same old thing. I just feel like I have no priority over his friends. instances like I told him I was going out of town for the weekend so if he wanted to see me today then I wouldnt see him again until next wednesday or thursday and he said hed come see me and then when I talked to him today he was busy hanging out with a friend. I just feel like he never wants to make time for me unless he wants to fuck. what should I do? Maybe its something im doing?
