After waiting 4 hours for an epidural they gave it to me at last (there was more urgent patients who needed the epidural apparently).

Well when the anaesthesiologist came in I said I needed to pee but they ignored. After three attempts I got the epidural and they laid me down and checked to see I was 9.5cm dilated and ready to pop my water... I was annoyed as if I knew I would've waited a little longer, it might have motivated me to give birth naturally

Is it normal to give an epidural that late?
